Why won't Outlook 2013 open after the Windows 10 upgrade?

Windows Central Question

outlook 2013 will not open after win 10 upgrade

outlook 2013 stand alone on win 7 worked fine

after win 10 upgrade outlook will attempt to open 2-3 seconds then closes
