Dear friends,

I am looking for a way to transfer files from WP 8.1 device (Lumia 620) to another device (PC) via Wi-Fi connection without intermediary devices such as Wi-Fi routers, Storages etc. and without using cloud services (because of limited internet connection).

Let me describe the way I move. I switch on Internet sharing via Wi-Fi on my Lumia 620. After that, I connect to this Wi-Fi network by my tablet PC (Samsung Ativ Smart PC with Windows 8.1 on board). Then I switched on FTP-server on the phone (via app Pocket File Manager) and it shows it's IP. On my tablet I fill the pass text box by this IP in file browser and it opens the folder with my shared SD-card, brilliant. But the black sheep is that thouse IP which was shown by the program is external IP and copying of two files between tablet and PC takes a lot of time, case it transfers via global Internet connection and not local, internal.

Thus, I would like to ask you: Is it possible to share files from phone to PC and vice versa via local Wi-Fi connection? Is there any program wich is able to do that?

Since all IPs the phone has will be locally routable by the phone it should be a local transfer. Are you sure the speed isn't just slow Wi-Fi?
 
Yes, I am Sure. When my tablet connects to Wi-Fi, it gets the IP like 192.168.137...., but ftp on the phone shows IP 10.165. .... IP is global external, which was given by my Cellular provider. I will put that topic under consideration with the developer of Pocket File Manager.

post I found out how to share wifi from my tablet pc to phone. In that case phone's IP is local and i can download/upload data on the phone via my PC. But I still cant see how to use my phone to explore some simple data (such as music and photo) on my PC. Maybe WP 8.1 does not support SMB protocol to access shared folders, but I sill beleive that there is an opportunity to do that in another way.

Here you go again, buddies.

Finally I got to know, how to play music, video, images and docs for case "phone explores the PC's data".

First of all, bouth PC and phone have to be in common network it can be a wi-fi router or even ad-hoc wi-fi network, shared by your PC. After all devices connected to such network, you need to create home group and share libraries with necessary content. After that step is done you need to take care of your firewall and antivirus to prevent blocking outcome/income connections. The next step is installing the Smart Player App from market to your windows phone. It has ability to see the DLNA-servers (such as your homegroup shared libraries) and to play all it's content: music videos images and so on.

Of course it is not as good as SMB protocol which allows to see all extensions of files and mount shared folders as remote disk, and the interface of smart player could be better, but we have a little step over the global "cloud-based-until-you-pay-or-have-good-4g-signal" technology. Isn't it?
 
Just test this app, wroks very very bad. Remote Device Manager much better
