Will 512 MB RAM Windows Phones suffer in Windows 10?

As of now, nothing new.

Phones will still have the small app limitation it always had, but otherwise limits in the OS appear not to be present.

I believe it will have a limitation which is why they aren't making anymore 512mb devices

Probably only apps and "SOME" features.The dual core 512 MB ones "MIGHT" suffer,not the quad core 512 MB ones or the 1Gb ones
