Will a new update over ride the current failed update?

Windows 10 Insider Preview 16199.1000
A failure on my tablet and does not stop the loop. Downloading...Preparing to install...Installing...Restart....12%...reboots to desktop, no install.
In the past a new coming update would replace the old.
Its been awhile and 16199.1000 persists.
Rather not roll back and reset if waiting it out works.

have you tried to reset the windows update folder - there's a certain procedure with that though I can't seem to find it
