Will Cortana be there in developer preview?

As the title says, will Cortana be available in developer preview? I am from India. Please tell me fast! And tell me that will it be there in all region when final build of WP8.1 comes out?

Firstly, Cortana is going to be Beta in the US only. I'm suspecting that some features will be in all WP8.1 devices but probably not everything.

Not sure why you need the info 'fast' but India won't get Cortana until first half of 2015.

I would say aliens exist but whether they can travel light years and visit this backwater of a solar system is a different question.
