Will it work for an international roaming sim?

Will the 2520 ATT or Verizon work for an international roaming sim? I just want to use it for receiving text messages

It's a tablet, not a phone. It runs Windows 8.1 RT, not Windows Phone 8; so it wouldn't do regular phone calls or SMS.

VZW version of Lumia 2520 RX-114 has GSM and 3G bands disabled.

ATT version of Lumia 2520 RX-114 has GSM and 3G bands enabled but seems to be locked.
