Will Surface 3 run framework 3.0?

Hi all, I am hoping for some advice. I've not been on Windows for quite some time, I've been using Mac and an iPad but now need a Windows device to run a specific programme.

I am very pro tablets I use an iPad 99% of the time and would love to get a Windows surface rather than a laptop of possible. It would replace my very aging iPad. I don't need an all signing as I really on use a tablet for email, browsing, watching Videos etc.

I am not Pro Apple or anti Microsoft, it's just that I've not needed to spend money on anything new for a long time so kept with what I have already.

I now need to run a programme coded by a friend of a friend and I'm wondering if I can install and run programmes on the Surface 3 rather than buying a Windows laptop. I've been sent the .msi file via email but I now need to get a Windows machine to install and run. I'm told that it is not a heavy programme so basic specifications will suffice. I really do not want to buy a laptop after using tablets since the iPad Generation 2 came out.

I've also been told that I need dot 3.0 to run behind the programme which I think is framework 3.0.

Will a Surface 3 install and run dot.net 3.5?

I've been told by someone I know that he runs the programme on an older Windows tablet running Windows 8, so I assume it's tablet friendly, but I don't want to buy a Surface 3 without checking on here.

Any Windows PC will handle .net 3.5.

So yes the Surface 3 will work. But so will a lot of other computers. My 8-year old laptop? If it ran Windows, it would. My sister's 8" Dell tablet? Yup. That XP-era computer I see donated? Well, if it was capable of running Windows 7+, then yea.
 
Wonderful, thank you for your response. My Surface 3 will arrive imminently so I will be able to see if I can load and operate the programme on it. I'm told it works on an older Windows 8 powered tablet so I'm feeling positive.
 
My Surface 3 arrived on Friday and I then spent 4 hrs messing about the blinking thing. Every app would open and then instantly crash on me.

I updated the software and defender, but the App Store kept crashing so I couldn't update the apps.

I ended up working out how to and then doing a full reset of the system taking it back to default and Boom, all issues resolved.

Dot.net 3.5 installed easily and the programme I've bought the surface for installed easy as pie.

All is good, all is happy.
