I just bought the blu win hd and I have seen many people with other phones with windows 10 I'm really wanting windows 10 in my blu win hd

Those other people are running the technical preview (beta / test version) of Windows 10 on their phone. This test version is mostly accessible to Lumia owners only. You will have to wait until the official Windows 10 comes out and BLU decides to release it for your device. If they do, it will most definitely be free.
