Will Windows 10 allow apk files to be downloaded?

Windows 10 is a month away and I would like to know, as I have read somewhere that windows 10 will allow apk files to be downloaded is this true??

Don't think so, but not sure. In their demo, they showed some code changes required to get an Android app working on Windows. So, even if you could, there is no guarantee that Android APK built for Google Market will work on windows.
