WIll Windows 10 get TV Apps with Offline Capabilities?

I really like the Surface X but spend a lot of time offline on planes and terrible bandwidth at hotels. I use downloads a lot to catch up on movies, shows and music. This is where iPadOS tends to shine as Hulu, Amazon, CBS All Access, and YouTube support downloading content for offline.

Netflix seems to be the only app capable of downloading for offline use. This basically makes my tablet a dud. Is there anything on the horizon for 2020 with the Microsoft store or Tablet apps?

Forgive me if this is an obvious reply but do you have a lot of content from UV that is accessible through the Microsoft Movies & TV app? Everything there is downloadable for offline access.
