Will Windows Phone 10 fix problem with ringing and vibration at the same time?

I have Noka Lumia 735 with Windows Phone 8.1 update 2 and I notice that when someone calls me my phone first start to vibrate (without any sound) and then it start to play ringtone but without vibration.
Why this can't be at the same time?
Is it Hardware or Software limitation?

I'm not sure adding another vibrator will do anything.

It's just a matter of preference, and those engineers at Microsoft doesn't like it. So probably yes, most likely no. Who cares about user opinion anyway.
