Windows 10: all applications are stuck on the toolbar, is anyone else having an issue like this?

Windows 10: all applications are "stuck" on the toolbar

I updated to windows 10 and now nothing will open. The browser is showing on the toolbar, and I can see the preview if I scroll over it, but the browser will not open. Same thing for any other application.

Anyone else having an issue like this??
