Windows 10 - blue flashing screen with moving circles. What is it and how can I get rid of it?

Windows 10 - blue flashing screen with moving circles

After coming out of sleep in Windows 10, the screen will flash constantly with the little round "loading" circles constantly spinning. Toshiba laptop i3.
