Windows 10 feedback and privacy settings

Is there anyway to give Feedback in the form of suggestions without increasing telemetry? I understand if you're reporting a problem telemetry could help and make sense but a suggestion? There are likely a lot of people out there that could be giving good suggestions but won't change their privacy settings.
