Windows 10 start button,cortana, action center now working on Acer Aspire M

Since the 09/30/15 update my Start button, Cortana and Action Center doesn't open to get to settings. I have alreday tried the sfc/ scannow and the DISM recoverhealth. I have tried the refresh under recovery options. No Luck. I get a Critical Alert Blue box when I push the windows start button that tells me to logout and the computer may fix the problem when signing in (LOL). Help please!
