Windows 10 start up, dots/circles freeze/stop spinning

i just downloaded windows 10, and it gets to where the start up logo is and the white dots begin to spin for 1 maybe 2 revolutions, and then they just stop moving, they are frozen, and no matter how long i wait the dots never spin again. after restarting multiple times, it says "restoring previous version of windows." i dont know what to do.

Is this a new device? Upgraded OS?

You might want to either take it back and have them take a look or use a recovery method to roll back to an older/stable version of Windows
