Windows 10 Taskbar Hover Thumbnail Preview

Hello, I've tried so many fixes for this and it seems like it always comes back. I'm assuming its because windows updates breaks it, but not for sure. I've tried https://www.windowscentral.com/how-disable-taskbar-thumbnail-preview-windows-10 but that hasn't worked. Does anyone know of a fix for this version of Windows 10 Pro?
