PCs with very old CPUs are going to be in for a rough time this fall when the next version of Windows 11 rolls around, as version 24H2 will be the first to no longer boot on CPUs without the POPCNT (population count) instruction.

I have a Surface Go that I was able to install Windows 11 on because I was an Insider. When I read the headline, I was worried that this might be included. Pretty sure it's less than 15 years old though.

The GitHub gang will be on the case making a workaround, I'm sure. I don't know WHY, but I expect it to happen.
