Windows Device Recovery Tool - Unable to Update

Hello,
I was trying to reset my Lumia 950 using the Windows Device Recovery Tool but it can't update itself nor does a search on Microsoft yield the link to download a fresh copy of the program.
Did Microsoft remove the program and the Windows 10 Mobile OS from their servers?
Does anyone have a full functional copy of the program for sharing?
