Windows hello?

I have a surface book and I setup windows hello but it seems to only work when I'm online. Is this the case for everyone? Why does it require internet connection if the camera can recognize me anyway? When I'm not online I'm having issues with the camera saying it's me but not letting me login but it will keep re-scanning my eye over and over again. It's only when I cover the camera up after a few seconds with my hand does it let me login with a password. Please tell this is a bug and not the way this is designed to work?
