Windows Phone 8.1 - Ability to get nearby WiFi signals and info about them

I know from reading that this wasn't possible with Windows Phone 7/8 but I was curious if 8.1 allows you to get the signal strength of nearby wireless networks as well as other details about them such as the band they're on and the channel. I'm rather new to C#/Windows RT development so I'm not that familiar with the API quite yet but I'd appreciate an answer.
