how does the guys in the videos showing notification setting and other things in wp 8.1 has got their os 8.1

They're developers who got the SDK or people that had the SDK leaked to them, or people who had microsoft give them to SDK for a controlled leak to tease the public. I'm leaning towards the last one, because MS would be suing them into oblivion if it wasn't their own doing.
