Windows Phone 8 Apps on Tablet and PC - Purchase once or twice?

I have a Windows Phone 8 and am considering the purchase of a tablet with Windows 8.1, and and PC with Windows 8.1, and a touch screen. Will the apps I purchased on my Windows Phone 8 be available on a tablet and PC with Windows 8.1? Do I need to purchase them again, or will the original purchase of these apps on my phone carry over to the tablet and PC?

I wish they can transfer but they don't I bought the spartan assault on my tablet but i would have to pay again if i want it on my phone

I think this will begin to change slowly once the 8.1 update is released for the phones

Two different stores and two different purchases. It's just another screw up by MSFT in the RT effort.

Note: Thurrott and Foley say that MSFT is in the process of unifying the various RT implementations (with WinPRT as the target). We'll have to wait and see what actually happens.
