i guess every wp user have tried all the tiles arrangement combinations as showed in the above video, more flexibility is required now in upcoming updates

Mine are all based off importance. Larger tiles are more important than smaller ones. So there really is no rhyme or reason to the tiles, except for the type IE personal, travel, news etc.
