Windows Phone Backup...offline?

I see an app for backing up my WM phone...but it appears to only take everything on my phone and upload it to (their) cloud. Is there a way to backup--using their tool or not--to my computer and NOT the cloud?

I think there's currently no way to do local (offline) backups for windows mobile. But I think it would be a great idea to have that capability. Users with limited access to the internet, such as myself, would benefit immensely.
