[WinPhone 8.1 update 1] Cant connect Microsoft Account after Hard Reset

I recently updated my NOKIA Lumia 720 to Windows Phone 8.1 Update 1, and it was running smooth. I got myself a new memory card so yesterday I hard reset my phone. The format was done properly, and I followed the steps, but when i tried to sign in to my Microsoft Account, it showed "Can't Connect", I reformatted my phone, and tried to access using WiFi, but still the same error. After a few attempts of reformatting, I skipped the "sign in" the boot process, and tried to sign in from the settings, but still the same problem. I have almost tried 20 Hard resets in 12 hours already.
then i downgraded to windows phone 8.0 using NSR, and there I could connect. I again updated to the preview version, and again I am facing the same problem. And in Preview #WindowsPhone8.1update1 I cant connect my account.
Please give a solution..

Check time and date (including day, month, year).

everything is correct. still cant login.
