wireless connection button in off position

My wireless internet is not connecting and when I go to Network & Internet, the Wireless Network Connection button is in the Off position and will not go to the On position. What can I do?

Does it do this even after you reboot the phone?

Depends on the laptop. Some have a little hardware switch on the side of the laptop to turn off all wireless radios. Check for that.
