Xbox Live is down on October 14, users report update failed error

It looks like Xbox Live is down again on October 14. Those who are already signed in are able to play, but those who are attempting to sign in get an error that says an update failed. The only update we know that deployed today was for Xbox Insiders to test out the toxic chat filters. It seems like this didn't go according to plan.
