Xbox Music--how do I stream my collection?

So I let the Music app on my Windows 8.1 machine scan my collection and make what it found available for streaming to my other devices. It says Windows 8/8/1 or RT. Does this mean I cannot stream this music to my Windows Phone with 8.1 on it? I can see the music, but it is grayed out and says I need to download it to the device.........am I missing a step or what?

I may be wrong which is entirely possible but dont you need an XBox music pass to stream to other devices ?? personally i think if you have an XBox live gold account it should cover music but Microsoft do want that little bit more every time which to me is counter productive, if they included it more people would sign to Gold .. meh what do we know !!
