2 ways of looking at this that could make him right:

1. For Bethesda (and I love them, so I say this as a fan), it's a pretty low bar to have the fewest of THEIR games at launch. That's hardly the same as say there will be no bugs at launch.

2. They did spend most of the past year just cleaning up bugs. Recall that it was previously scheduled to launch in fall of 2022.
