Toshiba laptop with bluetooth issues on windows 10

I have a Toshiba laptop in which I use a USB Bluetooth stick. I upgraded to Windows 10 and the selector switch to turn Bluetooth on and off is visible but I am not able to select it to switch it on. Any help please? The device manufacturer is Cambridge Silicon Radio Ltd and is listed as Generic Bluetooth Radio and with it a Microsoft Bluetooth Enumerator.
