A friend of mine is a developer, posted this to Twitter, screen shot from an Azure listing. Doesn't look like anything I've seen before...

Got me...it looks like two slabs that slide over and across one another.

Which is why I'm wondering if it's a currently unreleased device. Maybe not surface phone, but a fold-able tablet? Even folded, for a phone it would be "phablet" territory.

Anything larger than 5.5" with cellular I consider the phab territory. Or is there a standard?

Smallish tablet with a flip cover? Could be anything really, not necessarily a Windows product.

It is a pretty cool cover whatever it is. More like an enclosure that seals maybe?

It's the rumored Windows on arm device I believe. I saw it on twitter. Nothing confirmed though.

Don't know what it is. The Phablet term I believe came from Samsung's early Note phones with screens in the 5.3-5.5 range, than eventually all the phones got big.

Doesn't look pocket-sized. A bit smaller than an iPad Mini?
