Gdr1 won't download

Not running cyan but am enrolled in the developers program i'm getting a temporary problem error, have tried soft reset

It isn't due to cyan if that's what you're wondering.. 925 seems to have the most problems.. Best you can do is download the diagnostic app, run it, redo the update steps and send the report to MS afterwards...
