Popped a Vodafone SIM card into my HTC 8X during the latest India trip. Really no problem with call, SMS and data. Occasionally data would be slow. Interestingly enough 2G data in rural India (about 50km from Coimbatore in South India) worked flawlessly compared to H+ in Metro Chennai.

I did have to pay someone INR 40 to cut the normal SIM card to a micro size so that I could use it in my HTC 8X.

Is Vodafone the best carrier for persons who are travelling to India?

No Vodafone isn't the best.. It depends on which state you are travelling to. For example in Delhi it is Vodafone, in UP, Karnataka it is Idea, in some places its Airtel.

The country's best is Airtel. They are the largest carrier by volume and the second Indian carrier to have 3g reception on mount Everest!!!. But yeah all this makes it a little costly. I myself use NTT DOCOMO for its cheaper(cheapest i guess) data plans....and yes Vodafone and Idea kind a come in second spot...
