I saw where the Technical Preview will expire on April 15th, 2015. So, if we install it today, will it continue to get updates until then or will we need to install a new "build" of it once and a while? And if not, is this part of their plan to push major updates to it without reinstalls?

It will get all them updates and stuff, I doubt we'll see the need for a full blown reinstall using drives, but who knows, they've told us we need to be technically inclined and that its experimental code. TL;DR: Probably not, but its still possible. Probably upgrade installs at most.

My concern is whether we can upgrade to this alleged Consumer Preview, although my concern is probably unfounded.
