mouse scrolling in chrome bugged?

in every window in windows, mouse scrolling stops working :S , kb scrolling still works(ctrl+down arrow) .. mouse wheel press and scroll(speed scrolling) works fine :S
its freaking annoying, almost a deal breaker ..

i wanna figure if its chrome? windows 10? or my mouse drivers(lazer).. or some other third party etc

if someone faces same issue , plz do tell

hmm, so i have two monitors, i had one opened window at each, sometimes, when the mouse in monitor 1 is only 1 third away from monitor 2, scrolling occurs in monitor 2 instead.. pretty weird, but atleast im heading somewhere XD..

so basically for now, scrolling almost always works when the mouse is dead center on each screen.

reinstalled gpu drivers, restarted twice, now it works fine :S
