Nope, it's a headless device such as an Intel Galileo or a Raspberry Pi. It's just to show that Windows can scale to the Internet of Things.

Then that's the ugliest watch I've ever seen :p . But no, seriously, its for headless devices. It doesn't even look like a watch.

I mean, I suppose they COULD, but that sounds like the hard way of doing it. It doesn't really make much sense to show off a watch that you haven't unveiled. It makes much more sense to show off Windows for IoT, since they already did that at BUILD. Trust me, you're overthinking it.
