    Well the title had told you what I've been wondering about. Basically I'm just afraid of installing the tech preview because of this, based on what had happened in the tech preview of windows in the past. Does anyone know?

    If I had to wager, I would bet no.

    It might be technically possible, but as far as MS was concerned (thinking of Windows 8.0's preview phase) no.

    Nope.

    This is not like the Developer Preview on Windows Phone, where all updates to the OS are guaranteed to be for free.

    Let's take it this way:
    If you're from Win7 or below, it won't be free (obviously)
    Win8/8.1 prior to installing the Preview? It'll probably be free.
