7 inch tablets with full Windows 10?

Currently, it seems that there are going to be a version of Windows 10 for 7 inch and below ARM tablets, and a version for 8" and above Intel Atom tablets.

Where will this leave 7" Intel Atom tablets like the HP Stream 7?
The current full Windows 8.1 experience is not very good on it, and I don't think the 8"+ version will be very good on it either. The 7"- version only supports ARM and will not be able to run desktop applications.

I expect that Intel tablets of any size will default to tablet mode, which will me much more tablet-y than it is in the current build.
