    guys,
    i found a solution for above topic..
    just simple, just RESTORE your wp10..
    After RESTORE your phone , the phone will reboot and started from first step at that time put un unmark on USING MOBILE DATA. and then go on to further steps,
    TA DA....
    problem solved...

    Read this:
    New Windows 10 Technical Preview build now available for phones

    It explicitly states the data toggle is broken. There are some hit and miss magic workarounds and stuff, but ultimately you shouldn't have expected it to work.

    try this
    Many users of new "windows 10 Technical Preview for Phones" are unable to turn off mobile data.....
    so here is the simple solution:
    1] go to setting>Extras>access point
    2] create a new access point ( insert anything in fields :p )
    3] Set it as active.
    Done!!! :P
    whenever you want to turn on data go to access point n choose working (default) access point :)

    note:For those who are getting black screen in access point setting.

    Try the mentioned steps in landscape mode. ( I was having the same issue, landscape mode saved me)
