Cortana and scanning QR codes

1. How do i scan a QR code, without having to install an app??.
2. I can't seem to download the "English US" settings for keyboard and speech, therefore can't activate Cortana.
Should I :
a) Download any other language package for which Cortana is available?
b) Reset my phone. (only suggest this, if this has happened to you and you're entirely sure that
reset will indeed help. I want to try it only as a last resort.)

Uninstall Insider app, reinstall, re-sign, re-subscribe to fast ring and try again...

Scanning QR codes is a pain in the *** or just didn't figure it out.
Bing Vision lens unavailable.
Cortana doesn't know it
Red Laser app just 'translates' a given qr code into a text that cannot be copied

Where did the native QR code support go?

Same question.. First they moved it to lenses and I said nothing.. I can't see any logic in removing it, but it's not in Build 10512.

Not installing 10152 anyways. They fixed 2000 bugs, but didn't fix some of the important ones. Like WiFi.
