Windows 10 Insider build 10586 Cortana Issues

Anyone experiencing issues with Cortana on build 10586?

1. Cortana hangs and then becomes normal after a while. Then hangs again, looks like its in a 'hanging' loop.
2. If you type "send text to ...." Cortana just goes into a "Thinking..." loop.

Cortana on PC could send texts through mobile without issues in previous build. In this one, seems like it has issues.

Any resolution?

I'm having the same issue on my desktop. I have an HTC one running the most recent insider preview.

I've tried a few thing, like removing all my old windows phones from the devices on my Microsoft account. I've also noticed that the "messaging app" shows zero contacts and there is no way to correct that. The people app has all my contacts.
