My entire action center is still missing

The completely transparent outline is still there. This has been happening for the last three fast builds on my sp3 including 15031. Is there any fix for this?

Same here.

My action center is available but none of the tiles work. The flashlight turns on for 3 seconds and shuts off, Bluetooth tile is dead along with the rest.

I had this. The only fix i found was a full reset to fix it.

Moving task bar from left side to bottom made it reappear.
