I somehow got this build on the Release Preview ring. Is that expected?

I just did a clean install of FCU on my PC, enrolled it in the Release Preview ring as I've always done and walked away until it updated. Later when it was time to restart, I saw it had installed "Windows 10 Insider Preview 17025.1000 (rs_prerelease)". Now I have the Insider Preview watermark on the desktop and everything, though Settings -> System -> About still shows OS version as 1709.

Was it some kind of glitch? Am I basically in the Slow ring now, getting RS4 builds?
