Apps in WP8 can be programmed to perform downloads that continue after the app is closed and to perform periodic updates of small amounts of data. Windows 10 continues this and enhances it a bit.

Users want both long battery life and thin/lightweight devices. The only way to meet those competing goals is to have apps use less power and one way to do that is to change the expectation that an app is "on" from the moment a user intentionally launches it until the moment the user intentionally closes it. Microsoft is changing the application lifecycle from one designed for the endless power of desktop computers to one that is more conducive to lower power usage.

This low-power-friendly application lifecycle model suspends an app when it is not longer the focus of a user's attention. When an app is moved "off-screen," it remains in memory and its "state" is preserved so that work may continue when the app is put back on screen, but it does not "run." Suspension works well for most people's needs most of the time. In some situations, an app should keep performing tasks even when it's not on screen. WP provides ways to do that with special functions; iOS has a very similar model. However, it is up to the developer to use those functions.

Developers who don't use those functions are going to have apps that can't update their data or complete their downloads. These developers can blame the OS for being limited or they can blame themselves for mobile apps for a mobile platform while thinking about the lifecycle of desktop apps.
