Can i Install w10 on Wifi or do I need to be service provider enabled?

I want to install on an old phone, it no longer has an AT&T sim card. Can I install windows 10 just on wifi? I'm currently getting an error about date and time settings, so wondering if not having data is the cause.

A sim card not needed. Servers are down at the moment.

Yes you can install install it with wifi.. The error is for everyone actually.. It should be fixed in sometime

I have a Lumia 1020, perhaps that was also a problem - but I think it was supposed to be added to the list today.
