why is my data connection working even when its turned off?

I have updated my phone to windows 10, and my data connection is not turning on neither it is turning off!! But my data connection is still working, please tell me how can i turn off my data connection !!!

that is a known bug of the win10 TP. TRY A HARD RESET. if it doesnt work then either roll back to 8.1 or take it as it is. good day.
