I'm guessing because it would be difficult to handle feedback which would most probably be from unqualified sources, most of which might just be hate speeches and unintelligible comments. It will be like asking someone who hasn't eaten pastillas before to comment on how the process of making pastillas can be improved just by looking at pictures and videos related to pastillas. It's basically why street protests are different from board room meetings.

Rather than having everyone say what they want leading to either a billion different custom operating systems or a stale one-size fits all, Microsoft controlled the situation by allowing the consumers to work on what has been started already - a general master plan that is aligned with the philosophy of Microsoft to be improved on rather than a convoluted mess of opinions.

Perhaps those who opted in the technical preview program are expected to deliver more mature feedback and comments. Perhaps if the vast majority of consumers can in fact provide mature feedback then the idea of entertaining feedback from them would be more meaningful. Unfortunately, a quick glance at some areas of the forums and the comments section in articles suggests otherwise.

Let's say you've written a book. Would you take the word/feedback/comment of a person who is expressing an opinion about your book based on what he or she has read about what others have said about your book without actually having read your book?
