Why can't I install the Lumia software recovery tool nor the Windows Phone recovery tool?

Cant install the lumia software recovery tool nor the windows phone recovery tool

getting an error saying 0x80091007 hash value incorrect. i want to return back to 8.1 because im on build 10080 and its not able to check for update and get build 10149 :/.
cant find any solutions for this issue ,saw a video tat fixes it but tried nd didnt work.any solutions ?anyone?

Might seems trivial, but try a different computer and see if that will work.

On a side note, it sounds like your download is corrupted and the installer is failing to verify the integrity.
