When you had windows 6.5 for mobile you could put a cd desktop applications onto the phone, but they went up to 7, 8, 8.1 this capability had been removed, is it being brought back with windows 10 for phones?

Ehm.. no. Windows Mobile could never run desktop applications. You could remote onto a desktop PC and control it from your phone, but desktop software never ran directly on the device.

W10M won't be able to do that either. However, MS is planning to bring x86 based phones to the market early next year. Although nobody has said so officially, it's hard to imagine such a phone not running Windows desktop software, although such a device would run W10 rather than W10M.
